Jay Brown

For almost 30 years Jay has provided his clients with expert legal advice developing innovative, practical, and compliant legal solutions.  His experience spans a full range of issues regularly faced by tax-exempt trade associations, including board and corporate governance, employment advice, litigation management, political and lobbying law compliance, defamation and pre-publication review, antitrust compliance, and tax-exempt issues.  Before starting his own practice Jay was Deputy General Counsel at the U.S. Chamber of Commerce where he managed the day-to-day legal compliance issues for the entire organization, including its 501(c)(3) and other affiliated entities. 

Jay began his career in the Washington, DC offices of White & Case LLP and Mayer Brown LLP where his practice focused on antitrust reviews of mergers, acquisitions and joint ventures; compliance; and litigation.

Jay received his Bachelor of Science in Commerce, Finance and Economics, from Santa Clara University and his Juris Doctor from Syracuse University College of Law.  He was a senior editor of the Syracuse Law Review.  He is licensed to practice in Maryland and the District of Columbia.

Consuela Pinto

Partner

Having practiced in both the private and public sectors for almost 30 years, Consuela’s experience affords her a valued perspective in the representation of businesses of all sizes. She advises employers on compliance with workplace laws and regulations, federal government investigations, pattern and practice systemic claims, and compliance with federal contractors’ affirmative action and non-discrimination obligations. Consuela’s significant private practice experience includes representing employers on a nationwide basis in compliance reviews before the Office of Federal Contract Compliance Programs and systemic investigations initiated by the U.S. Equal Employment Opportunity Commission.  Consuela counsels clients on pay equity matters, conducts DE&I audits, and trains employees and managers on workplace compliance matters.

Prior to moving into private practice, Consuela was the Deputy Associate Solicitor in the Civil Rights and Labor Management Division of the U.S. Department of Labor, where she advised DOL agencies on a wide range of regulatory, policy, and enforcement issues. Consuela is a leading expert on Office of Federal Contract Compliance Programs and the Office of the Solicitor’s enforcement actions as they relate to federal contractors’ equal employment opportunity obligations.

Consuela is a frequent presenter and the author of several articles related to OFCCP compliance matters, pay equity, DE&I initiatives, and general EEO issues. She is also a past President of the Women’s Bar Association of the District of Columbia.

Consuela is a graduate of Boston University’s Questrom School of Business and Syracuse University’s College of Law and Maxwell School of Citizenship & Public Affairs.  Consuela is licensed to practice law in Maryland and the District of Columbia.
